020_permissions.rules is a config file supplied with udev, so you're better
off to put it in a new file (which is why mine's in 15local.rules). It
isn't mandatory, you'll just end up with dpkg prompting to be allowed to
overwrite 020_permissions.rules every time you install a new version of
udev.

/dev/sr0 (at least on my machine) is the actual CD/DVD drive (symlinked
to /dev/scd0). /dev/sg0 is some kind of scsi control device. The thing I
found odd was that when I created this rule, there was, somewhere, one to
do it for /dev/sg[1-9] - no idea why sg0 was specifically excluded.
