I actually asked the same question a while back. Here goes:

There was an option to run kde over windows using an emulator, but it
was for kde version up to 3.1.4 (I think that was kmail 1.5)

Since Trolltech had announced that Qt 4 for windows would be available
under the GPL license.

Now there seems to exist a project to port to windows natively.
