From the command line just enter e.g.:
ftp ftp.kde.org
But it might be easier for you just to use konqueror. In the location bar
enter e.g.:
ftp://ftp.kde.org
If you need to go to a non-anonymous ftp site you can enter:
ftp://username@ftp.restrictedsite.org
where username is your login and ftp.restrictedsite.org is the site.
