Just a guess, but I think this is the problem, and it looks like
whatever internationalization modules you are using are not translating
from one app to the other.  Something, possibly mkisofs, is getting the
Hebrew characters and substituting '?' for what it doesn't understand. 
Then, mkisofs is treating the file name as a glob with '?' substituting
for single characters rather than actually receiving the Hebrew characters.

You have to get everything in the chain of programs handling this to use
the same charset.  I don't know how to do this, but I hope it helps to
isolate the problem.
