I can't say for certain that it doesn't, but my strong suspicion would be
that you're wrong.  What it affects is computers with bad BIOSes.

Because SMP kernels are entirely capable of handling a multi-processor where
the multiple is _1_. :-)  It's simpler to support only one kind of kernel.
