Problem with network

How can I install traceroute if my network doesn't work???? that's my first problem until the network run I cannot install anithing... (my target is install a desktop distribution with GIS programs) 
Is possible install the traceroute from the installation CD?

DSL router is a hardware router with firewall who protect the local LAN from internet

my $$MS$$ box is 192.168.1.5 is the same PC swiched on with windows

have you ideas to solve the problems?

I forgot to ask you: is the DSL router a hardware router (like zyxel,
cisco ... i think yes since the ip is 192.168.1.1 ) or is it a pc wich
shares its internet connection?
