SCIM and other language characters -- documentation?

All of this messing around with mixing and matching locale settings seems like a bit excessive. Surely my prefered setup of en_GB-UTF8 for everything should be fine? After
 all if I must change locale settings just to be able to read and input a different language (in this case chinese) it completely defeats the point of having a UTF8 locale in the first 
place. So what gives? Why do I have to change my locale en_GB-utf8 to zh_CN-utf8 when I try to view a chinese website, or I decide to do some writing in chinese. This is completly
baffling for me... UTF8 is UTF8 is UTF8.... right?
