Its the order in which services start at boot, the higher the number the
later it will start.
if you look in /etc/rc2.d/ you will see files named like "S10sysklogd"
that means that the service will start in run-level 2 and will start up
 anything named S21* or higher.
Because apache is a network service it starts up late in the boot
process to make sure the network is up.
