fallback repositories

Just come from gentoo and briefly fedora core before discovering ubuntu :)

A couple of quick questions.
1. Is there any way to set up repositories so that if a file is not found in 
one, it can check another server?

2. Konqueror seems to be missing the standard profiles, particularly the file 
browsing one. Any ideas why that may be?
