Looks like the message you get either:
1. when you update t-bird without updating the Ubuntu enigmail
package (don't remember the exact name of the package) or
2. when you have the Ubuntu enigmail package installed and allow the
t-bird extension manager to update the extension.
The Ubuntu method of managing mozilla extension via deb is incompatible
with the t-bird/firefox extension managers. Using one when the other is
installed breaks the extension. When I filed a bug about this, the
response was to acknowlege the problem, and recommend not using the
extension manager. Since then, it seems, the Ubuntu t-bird package has
the extension manager disabled to avoid the problem. This is an
unfortunate solution as it prevents users from using non-Ubuntu packaged
extensions.
I solved the problem for myself, by not installing the Ubuntu packaged
extensions, and using the extension manager exclusively.
