If anything else is using the modem you could try
locating its device name from the modem properties
on that device and put a symbolic link to modem in /dev/ from that

Sorry I am not clear on this but when I got my winmodem working
on my laptop I read about some programs wanting a link in dev/modem.
The scanmodem also gave the actual device name.  When I got kppp
working I noticed that it used /dev/modem but the list of possibile
in the drop down on the modem properties included the actual one.
