keyboard layout not working in kde

Admittedly, kde-i18n-de was a wild guess.

Another one: I had once a similar problem in turkish keyboard
because "Regional & Accesability -> Keyboard Layout -> Layout variant" was
chosen something other than <default>. Changed it back to <default> and
turkish umlauts started working again.
