Monitor refuses to power down under Kubuntu LTS, bad upbgrades have broken things methinks!

Result of :

root at mybox-desktop:/home/root# apt-get dist-upgrade

Calculating upgrade... Done
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.
so KDE 3.5.3 is as far as LTS goes, bit broken it remains
So will I reinstall after backup and not use that adept upgrader button 
next time?
