Modifying jpeg header information

I have a script to convert IPTC tags to XMP tags for use with F-spot.
For some reason, although it had worked in the past, the script is not
modifying the files now. I believe that it may be a permissions
problem because another script was not able to write to text files in
the same directory. However, the directory is 777 and so are all the
files in it. What would then prevent a script (written in php, that
had worked in the past) from writing?
