Where are the keyboard shortcut schemes saved?

Is this file what you are looking for:

~/.kde/share/config/khotkeysrc

If not, continue looking around that directory and see if it is there.  You
can run a search for text within files using konqueror as well to help you
find the file you are looking for if that is not the file.
