I'm in edgy right now, the restart menu wasn't there,
I went in to system settings, --> login manager (actually it's in the
advanced tab in edgy KDE: 3.5.4)
then administer mode, shutdown tab, set boot manager to grub, logged out
and back in and the menu is now there.

AFAIK it's been there since at least breezy (after you set the boot
manager option)
