I've never used IrfanView (never even heard of it) but the Imagemagick
is great for image manipulation through the command line (resizing,
changeing format -- even to/from PDFs, great for scanned files -- , and
others).  Plus, it doesn't need to be used from KDE so it is great for
creating little scripts for servers.

IrfanView appears to have a lot of features, and I have no idea if
there's _one_ application which will have everything you need, but have
a look at krita (http://www.koffice.org/krita/) and gimp
(http://www.gimp.org/).
