Question on Network configuration

It actually won't grab a new dhcp lease if you loose connectivity, and I think 
that's what Jonathan asked.

I think networkmanager [0] comes pretty close to what was asked, but 
unfortunately there's no KDE / Kubuntu frontend yet, although [1] sounds 
promising.
