Missing Shutdown and Reboot on Kubuntu. Installed from ubuntu.

Well, I tried this and nothing.  I did remove gnome and I am only 
running kde now.   Not sure if that matters.  I really only want kde.

One other interesting fact.  I checked the Login Manger and Everyone can 
shutdown.  I did notice that when I login as root I have the Shutdown 
and Reboot options.
