usplash troubles

Hi All!

I`ve got 2 problems with usplash

1. It broke localization stuff and I post bug on bugzilla.ubuntu.com as you 
suggest me :)  (https://bugzilla.ubuntu.com/show_bug.cgi?id=20110)

2. usplash screen desappears when fs checking start. I found bug about this 
problem (https://bugzilla.ubuntu.com/show_bug.cgi?id=16459).  The solution is 
setting usplash timeout to a greater value. But where can I set this time 
out ? In fs checking init script or somewhere else ?
