I'm having KDE issues at the moment (I'm in GNOME right now) so I can't
check, but one of the items in one of KMenu's sub-menus is "Kgpg". Click
on that and I belive there is a preferences section (or similar) where
you can restore it to the notification area.  I've had the same problems
in the past.

Or I suppose running the command "kgpg" would also do the trick. ;-)
