Where can I request apps ?

Hi All!
I want to ask where can I put request for inclusion of some application ? eg I 
think it would be great to have
1) chm viewer with kde integration - kchmviewer, which I can`t find in apt
(There are lots of ebooks around in such format)
2) For non english users kkbswitch realy useful app, but I can`t find it in 
apt too :(

May be I forgot something :)
