Missing kde taskbar

Nope, it doesn't.  The only kderc was ~/.kde/.kderc.  I erased it and
nothing happened.

Is the taskbar part of the application panel or is it handled by a
different program?  Maybe eliminating the taskbar config file or the
panel config file will reset it and come back up.

I will try to find out what those files are and take a look at them.
