can't compile window decorations

I've got several window decoration things off kdelook.org and none of the 
configure scripts run.  I always get this:

checking for Qt... configure: error: Qt (>= Qt 3.1 (20021021)) (headers and 
libraries) not found. Please check your installation!

I've gotten libqt-dev and similar packages and none of it works.  What 
packages do I need and do I need to point the configure script to my qt 
install directory?
