Shutdown option

It's probably because you're using GDM instead of KDM. You can change that by 
typing sudo dpkg-reconfigure kdm
But then you'll have the same problem in Gnome instead. You also need to have 
the shutdown and restart options enabled in KDE, but it should be by default.
