Kdevelop3 AppWizard missing templates for file types as well as missing sample licenses

I am referring specifically to within the "Create a New Project"
dialog where you get to a point where I would like to see "Template
for .h Files" or "Template for .Cpp Files" but these template file
headers are always blank.  Likewise the AppWizard doesn't offer a
choice of licenses.
