Latex editor for kubuntu

Try enabling multiverse and universe in /etc/apt/sources.list
like this:
sudo cp /etc/apt/sources.list /etc/apt/sources.list.`date '+%Y-%m-%d--%H-%m'`

(this backs up your sources list)

sudo sed -i 's/^#\( *deb *http.\+ universe\)/\1/'
sudo sed -i 's/^#\( *deb *http.\+ multiverse\)/\1/'

(this edits your sources list in place
then try apt-get install kile (or tex).
