Missing Shutdown and Reboot on Kubuntu. Installed from ubuntu.

Craig,

I have had the options all disappear except for log off. Turned out it was 
related to some files in my home directory owned by root. 

Also, just to cover all bases, if you start gdm manually (e.g., startx), you 
will also lose all options except log off.
