Missing Shutdown and Reboot on Kubuntu. Installed from ubuntu.

I have tried reinstalling gdm and reconfiguring kdm.  No luck.
I changed the AllowShutdown=None to All. No Luck.

I tried a new user and logged into gnome desktop and did not have the 
shutdown/reboot options either.

Any other ideas?
