Currently the only way to allow people to translate is to give them editor access, and that means they have access to edit all and any article/page on the whole website, and that's not something that we want. I've raised the issue <a href="https://wordpress.org/support/topic/importexport-fromto-po-files">here</a> and hopefully we'll find a wordpress developer to implement this.
