I think the gears looking bad at a small size is a fundamental problem with the logo (I haven't seen a simplified version at a small resolution that looks good.)

Is there any plans to enhance the logo for such uses?

I've posted this before, but I've come up with some logo suggestions:

http://fatbuttlarry.blogspot.com/2009/08/kubuntu-logo-mock-ups.html
The default icon was discussed extensively for Karmic and the council
decided to stay with KDE branding by default. A Kubuntu logo icon and
the ability to change the icon of the Kmenu was added as a compromise
for anyone who wanted to change their icon to something more
Kubuntu-ish.

I don't expect this decision to change; however, if you have an icon
you would like to include in the installation by default, feel free to
submit a feature request with your files so it can be reviewed. Maybe
also consider making a matching background which could be included for
users to choose (however, at the moment I imagine we will still stick
with the oxygen team's backgrounds for release).
