Plasma 5.11 beta packages available for #Kubuntu Artful 17.10

Rik tweeted [1] about the work he did on the Plasma beta packages but
it has not been tweeted out by our Kubuntu twitter account, and thus
presumably also not spread to FB, G+, reddit, etc.

Can we get this done ASAP? I think Aaron is a bit busy with hurricane
cleanup and moving to Colorado for his new job!
