unable to install "kde-l10n-nl" (and other dutch) language packs - breaks core packages

OK. As I suspected, you are on artful with the artful -proposed
repositories enabled.

I uploaded new KDE applications 17.04.3 yesterday, but have not yet got
around to uploading the updated language packs to go with them, hence
the breakage I think.

If you are running the dev release with proposed enabled, then such
breakage will happen every so often.
