Plasma 5.8

That said, we've agreed that we want to get 5.8.x into Yakkety
backports as soon as it is practically possible. Since we don't
control Qt uploads, the LTS backport remains questionable. It would be
lovely to have the Plasma LTS in our LTS if possible.
