kubuntu-ppa/backports still provides Plasma 5.6.5 and 5.8.x is out

Hi Brenton,

This is being work on, but a combination of getting the Yakkety release
done, and some technical and resource issues means that backports got
delayed and pushed back.

Once we have new plasma into our devel release (Zesty 17.04), which
hopefully should be fairly soon, we should be able to backport that to
16.10 & hopefully 16.04.

I can't give an exact ETA, but can say that we are as keen as anyone to
see new and stable plasma in our ppas for users.
