Customizing default settings in Kubuntu 15.10

Hi,
I'm now customizing Kubuntu 15.10 (and 16.04 later). I have some questions
about default settings of Kubuntu 15.10 and KDE Plasma 5.
1. How to overwrite the default desktop layout, which is defined in
/usr/share/plasma/shells/org.kde.plasma.desktop/contents/layout.js, and the
default panel layout, which is defined in
/usr/share/plasma/layout-templates/org.kde.plasma.desktop.defaultPanel/contents/layout.js,
WITHOUT changing the original one? I mean, for example in Kubuntu 14.04, I
can add a 10-my.js to overwrite settings in 00-defaultLayout.js. In
Kubuntu 15.10 I didn't find how to do that.
2. According to the source code of KConfig, it seems to read /etc/kde5rc as
a global default config file. However I tried to assign
Directories-default path in /etc/kde5rc and put related file into the
folder, nothing happened. In Kubuntu 14.04 I successfully specified a new
default path for configurations. In Plasma5 the old way seems not worked.
