New taglib v1.10

[Clive Johnston]

I have attempted to package taglib 1.10 for Xenial.  The package is in my
PPA:

https://launchpad.net/~clivejo/+archive/ubuntu/xenial

is there anyone who can test it and make sure it is actually fixing the
bugs it is supposed to?
