wily branching

Now that wily is open for business we'll have to create appropriate
branches in the git repo. For convenience sake and to prevent humans
from screwing up this is going to be done automatically by a fancy
script I still need to test a bit. Until further notice if you want to
do an upload to whily please talk to me first about how to handle the
branch. I am going to try to get the branching done asap, alas there's
a lot of things popping up this week.

new branch kubuntu_wily_archive
- created from kubuntu_vivid_backports if it exists
- created from kubuntu_vivid_archive if it exists
- not created if no viable base branch exists

I'll probably come up with a list of things that were branched from
backports branches as those will need uploading to whily toot sweet
what with not having the branches diverge from what is actually in the
archive.
