kcm/kded translations

So, I just noticed that translations of the kubuntu specific plugins
for kcm/kded were not extracted at build time nor loaded at runtime.
Former is already fixed for quite a while [1] but needed rebuilds
which I absolutely forgot to trigger. So, from what I can tell the
translation imports on launchpad right now are not up to date but
should be once the rebuilds land.
Additionally the code for loading translations in plugins was missing
entirely from all of them, I added this to all the things I
remembered:

- kubuntu-driver-manager
- kde-config-whoopsie
- kubuntu-notification-helper

PRETTY PLEASE: if you test a daily ISO next week, try it with german
or french and check if the *content* of the aforementioned thingums is
translated. Chances are this will need some prodding to get resolved
before release.

Also, kindly note that the header information in systemsettings as
well as the entries of !kde applications in the plasma menu will not
be translated as we are missing a patch to load desktop file
translations from translation files.
