Kubuntu PPA tidy

I also started tidying up some of the kubuntu-automation scripts

staging-upload replaces kubuntu-initial-upload
bump-build-dep-versions replaces kubuntu-bump-dep-versions
package-name-list replaces *-package-names
ppa-build-status replaces kubuntu-ppa-build-status

all work in progress
dropped support for KDE SC, I guess checkout an old version if anyone
wants to update that
