[Merge request] fonts-oxygen versions in Breaks/Replaces

Hi,

I have realized that font's oxygen has wrong versions in its Breaks/Replaces
against ttf-oxygen-font-family. The version must be the first one providing the
transitional package, otherwise it may fail to upgrade.

Also I have fixed this lintian warning:
W: ttf-oxygen-font-family: transitional-package-should-be-oldlibs-extra oldlibs/optional
