[Merge request] kf 5.12 kubuntu_unstable: ktexteditor lintian override

while I was packaging KDE Frameworks 5.12 for siduction I added a lintian 
override for  this issue:
libkf5texteditor5-libjs-underscore: empty-binary-package

Patch attached, targeted to the kubuntu_unstable branch.
