our apps are now in upstream playground

Jonathan was being very nice and did the paperwork to get our apps
moved to kde playground repos so they don't clutter up my scratch
space on kde git and are easier to find.

Affected:
kde:kubuntu-notification-helper
kde:libkubuntu
kde:kubuntu-debug-installer
kde:kubuntu-driver-kcm
kde:whoopsie-kcm

If you had a clone of the previous scratch repos please switch your
remote or create a new clone.

As a result we'll start fetching translations from upstream starting
with 15.10 (i.e. tarball spins will involve using releaseme to get
translations bundled up). More on that later I suppose.
