This is a new feature so shouldn't land to utopic. I've pushed this branch to https://code.launchpad.net/~kubuntu-packagers/kubuntu-packaging/qtdeclarative-opensource-src_530_rtm and restored debian/rules partially + removed the 4.9 build-dependency. This matches the ubuntu13 that now got into utopic (with gcc 4.9 symbols changes only).
