[kubuntu-devel] Locale issue and some comments

I agree it's a bug and should be fixed so I've reopened the
report. Many people including myself have come across this issue which
is caused by additions we make to the locale kcontrol module to try to
get it to integrate with system locale.  Sorry for the dismissive
response and thanks for all your work for Kubuntu.
