Improving packaging, and mentoring of new packagers

Not that I know anything about it! But my friend Asheesh Loria has
recently blogged about a process he is developing in Debian:

There has been quite a bit of discussion over the last few months
about all the wasted effort we're *all* doing, in all the distros. It
seems particularly painful between us and Debian.

Anyway. More ideas into the mix.
