ppa next-staging - use it pretty plz :)

as with regular staging this is not meant for users or anyone who
doesn't know how to recover from a broken system.

all devs: please use next-staging instead of uploading to next
directly! (and test :P)

staging-next does depend on staging and so dep resolution will work as
if you uploaded to next directly, once you are fine with the staged
result copy to next *AND* delete the package from the stage to avoid
clutter

currently the quota is 1gib, unless we have to stage both kf5 and
workspace at the same time I doubt we'll hit that. if we do please
poke me or wgrant on IRC for a bump to 5gib.
