hardly any improvement since review 1

resolved:
- user manager is completely localized

improved:
- documentation is partially available in other languages now

same:
- all kubuntu stuff is still entirely screwed....................

new:
- at least one string seems incorrectly/not localized for german
- kubuntu-driver-manager suffering from the
ubuntu-doesnt-do-localization-anymore-problem
