Iff this is the final version of the documentation (i.e. won't change
between now and release), then yes, the translators need to be
informed that the documentation is in string freeze and it would be
lovely if they could get it translated.

If you do not consider the current version final, then you should get
it done before March 20th (at the very very latest) [1] and send a
mail to the translators then.
