Since you do not run them through launchpad the deadline is the
release freeze deadline (i.e. April 10 at the latest [1]). If the
english version is done however I'd suggest that we upload the state
rightnow. So we have something to test.
Would be rather annoying to upload on April 10 and then notice that
it's now showing up in KHelpCenter or something...
